I think she's somehow going about it the wrong way and the solution was much simpler than creating a harem.

@Decoy we know that each of these women planned to kill Marie for one reason or another but once they were seduced Marie was safe. They fostered the desire to kill the princess for a long time so her doom was inevitable and they acted upon their plans in succession. Let's say Marie found a way an alternative solution to deal with Emile, Yuuki would next then Cirsia and so on like we read so far. On top of being psychotic, they are more resourceful, more persistent and more cunning than Marie. Realistically, Marie wouldn't be able to stop them from killing her. Making them fall for her is the only course of action Marie can take with certitude
@Benjamin M You are right indeed, it was the simplest solution... But it's also not sustainable since in the last 2 chapters we clearly saw what happens if she angers or rejects a single one of her members in any way shape or form. Someday she may even need to lie and deceive with disastrous consequences... their extreme psychotic issues make them want to kill her again for trivial stuff like that. Not that Marie's solution is bad, on the contrary the love she gives is a first step but she should work on tackling the psychological issues of her haremmates after she seduced them.
But it's Marie, obviously she'd never think longterm. She's simple and bad at management even though she's somewhat evil, but that's what makes her so funny tbh...
@Decoy I agree. Although Marie can make them docile with her promises of love, it's still a shaky and temporary solution. Now dealing with the issue of their psychotic behavior by tackling the root cause would help reduce the risk of them turning on the princess. However I still believe it wouldn't work because Marie has somewhat attempted this strategy already. When she had to find the reasons why those women wanted her dead, she ended up finding that it's because of psychological unbalance. Emile was fed up with being ignored, Yuuki couldn't stand being seen as the perfect prince when she was compared to Marie, Cirsia is a manipulative sadistic brat, Lafine has serious mother issues etc. I concede that Marie exploited more their mental issue than she tried to fix them but I don't think she has the vision to consider this kind of solution, at least so far
