I'm not surprised that there a Japanese citizen in this world other than Chef & Shinobu only because the author has a second manga of about a different Bar/Restaurant to Another World.....I forgot it's name but the translator note mentioned it takes place in the same world and time as Nobu but in a neighboring country to the Empire.
