the fact he was persistent to being with Ian at right moment... when Ian needed smtg like that he appeared and got him interested...the fact he was opposite of tj made Ian get more involved like he wanted to escape from what he felt inside kinda So in his mind he'll see Joe as this potential think of him as a solace... like the flowers and how he wished in the end he should've given it to Joe as if trying to hold on and appreciate it while it lasts...
The thing is Ian is the real issue... he can't decide he's likely to choose the escape than to deal with his real emotions... also i see this being full of angst in the end it might be Joe x Ian cos of tj sacrificing himself for ian sake cos he loves Ian that much to take on Joe's mistake(aka Joe using that thing/weapon he brought from his family home and tj taking the blame)
