Stupid, why would MC be charged the 1000g for defending himself against thugs instead of the thugs themselves being charged?

@Kazooie because to the goverment since you can do that kind of destruction singlehandedly, you shouldve been able to handle the thugs without destroying the city. they dont care your circumstances with that kind of power
