i feel like hyera just wants yuna AND minji to feel used in the end because in earlier chapters hyera had already knew about yuna liking minji in the first place which wouldnt make sense for hyera to like yuna out of the blue, but i can understand if she wanted yuna for s**(?) i cant really see hyera actually wanting someone for love. I Also think that hyera wanted yuna to at least pay attention to how she felt instead of always talking about minji, you can tell hyera got a little fustrated when yuna kept talking about minji so she tried to make them be apart by using the redhead so minji would almost drift away from yuna so hyera could have them both at hand to just make them feel miserable. 
Also from other chapters when minji was asking for advice from hyera you could also tell she was happy to have minji to use because hyera knows how vulnerable minji is and how much yuna loves her. Soin conclusion i think i can agree..
