@Gerald Neo Count they need that many resources to treat injuries, for breakthroughs, for weapons & pills refinement for building the ink repelling ship etc. When the real and decisive battle begins, who will have to time to go look for resources? he needs to prepare in advance for the millions of soldiers and I am sure Monaye knows that too. That's why I don't find the amount unreasonable
