@Luis C. They aren't half siblings. Definition of half siblings - sharing one biological parents, which both don't have... At best they distant relatives and even that is a guess, she comes from a different family bloodline, but they're under the main family.

You cant be an heir candidate if u r not a direct descendant of the clan head. Thats why they were addressed as lady and master. Maybe the beginning was confusing coz he was with the other eldragon branch baby in the nursery. He was not taken care of coz he was an illegitimate son, they have no expectations from him. Also the reason he was let off by himself for 7 yrs.

@Lucky22 them not being direct siblings doesn't not refute them being descendants, again that's not how half siblings work. They have different parents, not the same parents, but the fathers of 4 sub families bear the main name of the clan. Their related by ancestry doesn't make them half siblings.
