@Hurrair Ahmed legitimate heirs have more influence then illegitimate ones. Even if Gitár is stronger, the reason for it is because he's older. Jake being a legitimate son means that his father's past followers will most likely help him. And because he also has the same romance as Gapryoung when he was the gang leader.
