the end game perpetrators take delight and revel that they can control the often helpless victims
those directly responsible for safety and welfare of victims tend to neglect their responsibilities (sometimes because they feel the victims deserve what they got, other times because doing what it takes to solve the crisis is beyond their ability)
when you look at the big picture, to an ordinary person, it seems like an ant trying to topple a mountain. Hence why a miracle feels required
