adding to my last comment, it looks like i was right on how the arrows simply magnified what already existed. for apollo, his existing "love" (his fleeting interest and in some ways, mockery) magnified. even after his love being magnified, he continues to treat daphne as a lesser being. his love is still about controlling her, having her around. just like how he used to like it when he could control her attention in the past and giving her crumbs to keep her attention to himself. he cannot imagine loving her in a selfless way. his love was always about her attention revolving around him and that wish simply got magnified.
