OKAY MOST IMPORTANT LOOPHOLE HERE, MELLIA IN FACT, DID RECEIVE A DIVINE INTERVENTION. THAT WATER SPRITE SYMBOLISED DIVINE INTERVENTION. HAD THE WATER SPRITE NOT BEEN BIRTHED FROM THE LAKE SHE MADE BY HER TEARS, SHE WOULD'VE NEVER GOTTEN TO KNOW WHAT HAD TO BE DONE IN ORDER TO SAVE HER HUSBAND, NOR WOULD SHE HAVE BELIEVED IN HERSELF AND BECOME THE SYMBOL OF LERACAL. So, all in all, she had divine help. She didn't do it JUST by believing in herself. Otherwise, she would've just kept on crying before meeting a morbid and unfortunate death while mourning her exiled/banished husband.
