I believe the Heavenly Sovereign is ZF's brother. He thinks his current past life was his first, but it's actually his 15th or 26th (I don't remember exactly). He just has no memory of the others. His mission has always been to kill his brother. I read this a long time ago, though, so I could be mistaken.
