It seems like some of you guys are confused so let me explain as best as possible, so the guy in the hat (which is the mc) is the blonde thug in the flashback, while the blonde guy talking with the other guy between the cars is the guy that caused the mc's brother's death and is also the guy that lived with him, betrayed him and took his money and ran away. Oh and the mc's brother is dead. The mc's hair is black now because when he was a thug he had dyed his hair blonde hence his hair being blonde in the flashback.
