I'm not fluent in Korean so that's what I've understood so far.

His encounter with the sword boss and everything else was planned cuz he found out uke was the gun boss weakness so he planned that confront we've just seen so he could fight against him. Meanwhile his men set fire at the hospital his brother was in and then we get to know his true color. Everything's happening way too fast. All of this happens before chapter 20!!!
