@mightbe_jennie I don't know about Japan, but in USA you have to finish college and pass a fairly difficult exam to be an accountant, or at least certified as one. Even if he was only working briefly before the story begins, he's at least early 20's, probably about 10 years older than her? 10-15 I'd say.
When it's 23 and 33, that isn't a big deal. 13 and 23 is illegal for good reason. Unless he just refuses her advances and waits until she's older.
If this story were real, I'd be very worried about a middle schooler doing the "hand on thigh" move on an adult she hasn't known that long. That suggests experience a kid that age shouldn't have. Rather than getting flustered, an ordinary person would be wondering if she's been with a bad crowd or whether someone victimized her. Fortunately, it isn't real and she can be unreasonably aggressive while (maybe) not having already been victimized!
