Well… It does make sense for the mc to actually join this group seeing what his body does is already a form of body tempering. With the difference being that his body takes in remnants of life energy of others species to improve his human limits. But at a baseline the mc remains human. And yeah, it makes sense for the authorities to want to censor body tempering, really because they see it as a path that takes too long to achieve results. But with the system of the mc he might be able to develop new body tempering techniques that allow him but also others, to go past 9th level in a mere fraction of the time.
I wouldn't put it past the author to eventually show that both gene fusion and cybernetics have been a way to fundamentally change humans into something else, that is not in humanity best interest, but instead they serve other purposes.
