(only by an assumption, I do not say it's 100% true) :
This appearance of blond villain's was probably because the blond villain concept was given before as to go opposite to how some really old stories would go (rapunzel, Cinderella, Sleeping beauty and all being good characters and main characters and often being depicted as good and never to be bad character and often were idolized, also take barbie, she's a perfect girl in everything while her other friends were side characters and has their own speciality which can be understood because barbie is the main character but it would grow insecurities to some (probably?))
Also how the lack of blond villain's there was in the past, often it was old granny's or at some time a bit of some old men or if the villain was to be shown young, they had mostly black Hair or brown at some point or just in general never blond. (take Cinderella family as exemple, à old grey haired Mother and two sisters with brown and occasionally rare red hair)
The concept of blond villain and other hair color protagonist was probably given to show a change in the past and to bring interest because new things to curious people would intrigue them.
Such stories going how blond can actually be fake and take the rather "common" or other colored haired protagonist to bring this villain down for the bad things she's done which this story could be taken as an exemple in itself.
Now blond villains are rather common in the end but it did make quite a big hit and everyone kind of love this trope ngl.
Also, other hair protagonist existed ngl and we all know but blond protagonist were more shown and more somehow loved because it was a perfect beauty Standart to some 🤔
