@Mori I think you're right, but I think it's a bit more than that . It feels like the special classes the children take where it's as much a trap as it is a test.I think he's watching both of his children to see what they'll do.
The grandfather doesn't trust him , if was he'd already be included and being trained, which is a problem because he's the default heir. Doesn't matter how incompetent he is, if the precedent is there others will support him.
Unless he screws up. Not a little mistake he has to royally sc*** up in such a way that the grandfather can pass him over and no one's going to disagree with it even after he's gone.If Shanet steps up and resolves it in the time of crisis she'll instantly form her own powerbase as the vassel families will trust her and push for her to be named the heir.
It feels like a giving him enough rope to hang himself situation.
