He's afraid of being hurt / used again — Their past relationship ended badly (Fan Xiao originally manipulated Shu Lang out of revenge/trauma from his own toxic upbringing, leading to deep pain on both sides). Fan Xiao fears that giving in to a single passionate night now would just reopen old wounds — he'd be the one left obsessed and broken when Shu Lang inevitably regrets it or walks away the next morning.
He wants something real and permanent this time — By this point in the story, Fan Xiao has genuinely fallen in love (beyond his initial scheming). He refuses anything less than full commitment because he's terrified of losing Shu Lang again. A ONS would feel like settling for scraps when what he craves is forever ("I want him forever" vibes from fans reacting to the line).
He doesn't want Shu Lang to regret it — Fan Xiao believes (or fears) that Shu Lang is acting on impulse, lu**, or unresolved anger rather than clear-headed love. He tells him he'd regret it afterward, showing a rare moment of self-restraint and protectiveness toward Shu Lang's feelings.
In short: Fan Xiao's "no" isn't about lack of desire — it's the opposite. He's so deeply in love and scarred that he can't risk it being meaningless or one-sided anymore. He holds back precisely because he wants Shu Lang too much, but only if it's real and lasting.
