I think one important bit that we all seem to be missing is that Hyeok appears to be allergic to pants. So much so that his "dressed up version" has a button down shirt but with shorts.

There can be no other reason why he's caught in this fashion he** of shorts with socks+shoes

Poor guy has to wear calf length socks and keep them always pulled up to avoid getting too cold. It's sad really
