@Taylah swifcht it doesn't always mean older biological brother. it just means a guy older than yourself. many asian cultures use familial honorifics on those that are not related to them.

I think to one hyung they need to be kinda close. Even if they knew eachother, they won't always hyung(just guessing) so the closeness maybe the reason. And hyung the word does mean "older brother" but it's just calling someone who is elder in age. In my country we also use similar thing to call our older brother and partner the same.
