It's Linus, he's Caius' brother and the person who setup the bridal quiz to begin with.
What he's up to here is unclear, but I think this is just a red herring (wouldn't be their first). Since we've already confirmed that Linus does care about his family, and has a chill relationship with Caius. And that even the bridal quiz was his way to legitimatize Caius' rule. (And build up some influence on the side)
Calling it now this is either a misdirection, or he has bad news. They're not making him a villian.
