Okay so basically, to put things simply: Jigu confesses first.
the full scape of the chapter is essentially that Yeowoon goes to see his friend in hospital for a minor surgery -- jigu misunderstands and sees yeowoon leave dressed up in a car, thinking that he's meeting someone even after telling him he's not meeting anyone.
Yeowoon realises he might not be against dating high because he didn't hate when he kissed him while he was sleeping.
Jigu waits anxious all day for him to return, his excitement turned to sadness (if I remember). When he spots Yeowoon return, he rushes to stand in front of he elevator (floor 9, so just outside his flat) and waits for Yeowoon to show up when the elevator reaches the floor. He then kinda proceeds to break down and say some embarrassing stuff due to not thinking straight being overwhelmed with emotions, and blurts out his confession. If I'm remembering right, he says something along the lines of this:
"by the way, just checking.. you know that I like you, right?"
And he gets kinda upset seeing yeowoon's face barely change -- indicating that he knew the whole time. A bunch of other stuff is said, mostly from jigu.

Then, after a few times of yeowoon saying he doesn't know how he feels, he KISSES JIGU -- even he says he doesn't know why he did -- and jigu is happy.
OH AND ALSO YEOWOON ADMITS TO JIGU HE KNEW ABT THE KISS AND THEN JIGU GETS EMBARRASSED
