Why garp is alive even though he also is a (Monkey D. Garp) ? Isn't MU against the will of D ? He still is on navy ????

@yelloFrog just a guess, but I think just like they kept Jaguar D. Saul alive and in the navy, they did the same to Garp and Dragon, maybe they are trying to control and keep a close eye on them.
