At first, I thought the Lich would be the 6-circle mage from the Mage Tower, but now I'm almost certain the Lich is Lord Rebreka. He disappears, a Lich appears, territorial war, special zone restriction, the emperor's involvement, how his daughter was an emotionless mass murderer in the MC future/first life, and how he was a beloved noble for the commoners.
