@vanilla he is a government spy (cia) working undercover in a gang to eliminate other big gangs and corruption in politics (and other areas). It's not new that government spies infiltrate gangs but when it comes to the cia they're usually the ones funding gangs to keep violence, imbalance and poverty. They're not the good guys that this manwha and ML (Jake) represent.
