@DrDraackle   my second guess is prolly someone hired the gang to hindered him to creates weapon order for someone important but...idk I'm gonna proceeds my read now haha XD

@DrDraackle you guys forgetting that he can make weapons and has no official backing plus old so they can just use him as weapon making factory and sell or get weapons illegally
