Explanation!!: Because of the chapter 1 mix-up, you might have read the wrong one; at the end of the last chp, Candy went to spy on the target at a gay bar but noticed he was being followed after he left. To avoid being caught by the other people going UP the stairs, he hid them both in a locker- but because his target is a: drunk and b: "promiscuous gay", he assumed he was uh... into it. So to get him to cooperate, Candy is implementing 'Honey Trap' (you can probably guess what that means by the final few panels. So summary= Candy needs to approach this guy to get secret info, and is using Honey Trap to get closer
