I feel like Hoe-daka send the hotel footage (specifically shion and rui's) room footage to the doc. In fact (it's a bold guess) I think hoe-daka send the footage to everyone. And maybe he's mad that shion didn't come when he told him to. Also btw if u think the same, you can reply and help me figure it out!
