we have weather elements in real life and we know how they work, the author introduced them in the story and did not provide any supplemental to make us think that these weather elements would act any different than they do in real life. why would you as a reader assume that they would function differently? you simply wouldnt because there was no incentive to do so.
i dont think poorly thought out scenes should be excused just because its a work of fiction, there was a clear goal as to what this chapter shouldve conveyed and it failed (for me at least) because of the nonsensical explanation. the mountain dogs are not relevant nor is the wind skill, either one of these things couldve been switched for something else that wouldve made more sense and nothing would change about the story. its impossible to write a smart character if the author is dumb as sh**.
