@Exclamation_ don't worry abt it , there are some libraries and institution that offer some activities , like the cultural institution or public music school , but yk they arent exactly "public " since you have to pay for them and that's the main problem since most families don't have the means for it ; that's when i will explin to you (if you are interested ofc ) the school division of my country , there are public school and private , now when you hear private school you automacticaly think of something classy and high end , but the truth is thoses are not all like that , most private school are just like public ones with just the most basic utilitises but without management problem , and god know they are maaaaany to the point where they have to stop school cus of teachers strikes (idk if strike is the right word ) and a little bit stricter professors , oh and they love to raise grades so they'll have a good reputation , so unfortunatly school that provides extra activities and clubs are extreeeemly expensive and they are mostly located in the expensive cities
