 actually there is a necessity to it even if the author can't see it. This helps to showcase how all races manage to partake in racism and I hope this chapter is continued because it will display how a racist is dealt with "non- violently". Also they repeatedly stated the code to TRPA the 8th code to be correct that states they may use any means necessary for investigation and rehabilitation uninterfered with by any legislation. 

Besides that displaying this in stories and reading material is helpful to see what that racism does especially in a school setting. Rather than sweeping the problem under the rug and trying to hush hush it this author brought light of it and even chose to create a "non violent" TRPA investigator for this part of the story. You are part of the problem believing an author cannot create a story reflecting racism and it's negative impact in schools. Which I'm sure was the authors only goal.
