@Nuh Uh the reason he wears the bag. And ig it also might explain the missing entry for the inmate from earlier chapters. He found the clothes of the old prisoner and wore them to, again, blend in.
@Nuh Uh the number was never reused for another inmate, so that’s why it/he was never registered like every other inmate. He isn’t supposed to be there.
