@Choco honestly it's not far off, of course every department has their own rules and regulations but sometimes if a building is going to collapse sooner than later, it can be too risky to enter. Especially if they know a building is vacant, or abandoned. Rather than risking their lives to check around an already confirmed to be empty building, they would focus on preventing the fire from spreading to nearby homes.
