First of all I'm not sure how much of the novel they are gonna follow as some events are different in the webtoon. The news of the merchant ship sinking was delivered to them after this promoting ceremony and Diana came in with the emperor, not with helios. So I'm just gonna state what happened in the novel. Diana keeps looking at him throughout the event but Cael doesn’t even spare a glance at her. He hurried back home to celebrate their marriage anniversary and Cael pops the question. But Hess Couldn't answer him cz she kept thinking that she'll die in the future(according to the previous timelines) and Cael would be hurt again to lose his love. Seeing her remaining silent with a painful expression on her face Cael decides to give her some time but he also clears out that he'll never divorce her. He becomes much more active in showing his affection for her. The date for his departure was set not long after and they FINALLY  get their couple business done the night before his departure.
