Technically speaking, 'magic' should be able to be created through genetic modification in a highly enough developed world, its just that theres a bunch of people with stupid morals making that field of science go at a snails place. Plus, a lot of the governments in the world don't want civilians to have the ability to host a revolution against tyranny, thus meaning they wouldn't want them to have something like that.

@Maou-sama yeah in a lot of manga the first thing players or hunters do is hurt people or do crime, obviously there's alot of good but that one bad could do alot with magic
