@Beccathewriter he's the person who tried to imprint  rei when they went to their school. he was alpha but his trait changed now he's omega

@Beccathewriter He was an Alpha but he seemed to hook up with some other random Alpha, so His body changed into an Omega.

Rei was also a Beta at first, but he manifested as an Omega, then he found his real fated mate which is Tensei. 

So simply his brother is saying that when a Beta turns into an Omega is good thing, especially when he has found his fated partner.
But when an Alpha like him turned into an Omega is a lame. And he feels more lonely and miserable like this...
