@Ememe of course the use is  a complete dumb@$$ abd acting like a b---- trying to break the bond when he knows it can cause risk to his partner . So of course the seme can't just be like oh I love you let me hold you . After knowing he loves his brother . 
                          And people are greedy in love he had to hold on that last strategy or who knows if that dumb b-tch ends up killing him .
