Passive Restriction: all your attribute points can only be placed in one attribute. He chose strength because of his other ability that gets him bonus attribute points for kills via physical damage.
Active use (one use only): Activate this ability to permanently make all your stats equal to your highest stat.
He CANNOT place attributes in other stats, he doesn't have a choice until he blows his one time use ability.
