no the rule about that was, that if they can't find the shadow they can pick 3 people to sacrifice so everyone else may live, but, if the shadow was chosen as a sacrifice they would live and the other 2 would die. But if the shadow was voted by everyone else the shadow would hence forth be eliminated, aka killed.
