@Big bee *not a medical opinion; but if he is able to control movement of neurons in his body then he possibly could also control flow of Red blood cells, implying that it could be possible.
@jakk simply controlling red blood cells flow would not result in the enlargement of a body part. To do that the muscle mass need to be increased and I don't think it has a relation to nerve function
