I think she is either part succubus, or part vampire. Forgot which is it but she seems to brainwash people of sorts but it's more like she makes them more sympathetic to her. Allie seems to notice this, so he decided to use her. Also, it seems that in the novel version Allie is said to have an inferiority complex to Anis because he felt like his sister is superior to him in everything, except with magic since she doesn't have it

Maybe a Magic item?
Or her family is paying some dark wizard or something to do this?
