Remember the part where it was mentioned that the Oasis Port was created as a shelter by their ancestors filled with great inheritances in hopes of the future generations of taking hold of them? I think those two kids are descendants of said ancestors of that place and have been keeping watch of the supposedly shelter, which could explain how they're so knowledgeable with techs and other stuffs despite their young age...
This is my theory on them...
