True. However he does have a genuine love for the people of his kingdom, and he's honest. So while he isn't as proactive and calculative as his brother I'd say where he needs improvement are areas where he can actually fix. While his brother's entire character is un-fixable.

I agree with Skeetabites, the Crown Prince is actually a good person, unlike Ragnar, and once he fixes his flaws, he will be a perfect ruler
