This makes no senses. If Babel was the genius of the empire then why didn't he attend the academy even though he's already 14? The author made such a big mistake with that one.

you're clearly not reading the chapters properly, it stated in chapter 9 that exceptional students are able to graduate the academy early, and then said "like babel" implying he's already been to the academy and graduated, the author made no mistake, you did
