The Light Novel ends every chapters with a flashforward, so we have a glimpse of what will happen in the far future and how the present is seen from historians. What I can say is that this era is the beginning of a technological boom who starts with a soap.
Yes there are rules. War crimes are prohibited and attacks on civilians are one of them.
Still, Hardoria put the blame on Sarjas (while it was Haldoria), Sarjas was annexed by the Empire in retaliation. Second problem : with all the proofs gone, Haldoria will never get what they justly deserve because of this.
You're also right about Robert's attack, it's also a war crime from Elizabeth, but very few people are actually aware of her abilities (Mireille herself wasn't aware she was capable of doing that), so Robert took the blame.
From his own word, Hagure Metabo was worried the polarizing developpments at the end of the first volume (3rd in case of the manga) would be accepted by the readers. And the author is right : it's one of the most polarizing scene I've seen in a series so far.
In case of Robert, he knew from the beginning everything the Prince was doing was wrong, but he still followed suit... even when his father admonished him for what he was doing. If we let what he did to Elizabeth, don't forget he let his men attack villages and ra** women. Villagers who did nothing wrong and Haldoria would have faced no consequences for what they did (if not for Elizabeth).
