Tbh, Shiki needs the character development, he is the one that mostly never changed since the beginning. Sure he matured a bit after the death of Witch but that quickly went down the drain when Universe Zero was introduced... He is the one that needs to mature right here right now and pick Mother.

So if Brigandine V2 is remodelled to much more stronger than Jaguar (the strongest of the Oracion seis interstellar (aka the government's equal to the Oracion seis galactica) ) and Homura just barely won the battle with Brigandine V2 we can say that Homura is Oracion Seis Galactica/Interstellar (atleast she has the power to be one of them but is probably the weakest if she ever do get to join them, this is out of strictness cuz we can say that if Brigandine V2 attacked at bit later he probably had won but nonetheless Homura defeated him) so I can confidently say the other shing stars are atleast on the same footing as her and that most of the crew is really strong enough to be put as an Oracion seis galactica/interstellar if they ever worked independently....
