I personally think that when Luca mean, "Don't give your heart to him." He's referring to when Ruediger dies in the first time line and Luca being well Luca, he wants Judith to stray away just if Ruediger dies the 2nd time again so she doesn't get hurt/heartbroken. I also think that Luca is gonna end this war earlier then the first time line

I think he rather meant Ruediger was so used to be well.. used ? That very Ruediger just never tasted a life where your mother spoil you, is affectionate, etc. Hence Ruediger being able to feel but unable to act would make sense. He's quite clusmy the way he "court" Judith, after all.
