No, women can ra** men. That is 100% possible. Just because ra** is usually commited by men does not mean women cannot. There are plenty of male victims. Men are less likely to report due to stigma and fear of not being believed or being stripped of their masculinity. Men are often told "Wow you're so lucky I wish it were me", "Take it, you're a man" when they speak up about it.
