@QDestructX the strong ghost were maintaing territories like lion in a jungle, keeping other similar and weaker ghosts in control.
Yayoi destroyed that equilibrium by subduing tansai leading to a rampage among the ghosts to fill in the empty throne.
It caused social unrest and also increased the working load of the spiritualists. Even if they are strong they cannot protect everyone and with multiple ghosts and Gods rampaging , even they were in danger.
Furthermore, yaoyi is a walking disaster as she can subdue powerful ghosts and her morals and ideals were somewhat twisted due to trauma.

@Fourth wall If you think they can just train and help her in subduing all ghosts , then no this thinking can be considered a utopia.
It would include multiple deaths destruction like you read in so called hero versus demon king stories. On top of that after all this yayoi will be so strong that they would have to either kill her or seal her forever to avoid another destruction act

@Fourth wall like wiping out all the mafia will create a unrest. Though they are harming innocent people and the number and fear will increase day by day.

There were no one keeping watch of taisai to begin with (the Kamiyo family have been sacrificing women for ages). They only took action towards Yayoi during the aftermath. 
Its quite irresponsible and one sided for them to decide it all. Considering these spiritualists are the adults here.

@QDestructX can you at least read with a little concentration the meeting they had before literally told us about what these bigshots do and how they were keeping an eye on every strong ghosts out there.

@QDestructX they have to decide onesidedly because it is not a democracy that requires years just to pass a descision not even a law.
By emotions you can choose to sacrifice everything and die with your loved ones. But, if you think a bit rationally then you would understand that what is a stake.
Bro this ghosts world is not like some fairy tale . They kill without thinking and you have to sh** tone of things just to survive a few seconds against them.

@Dell Sen the spiritualists try their best to separate normal humans and the ghost as much as they can that reduces fear assimilation and social unrest.
The innocents are killed. Yes, that's true but they try their best to protect them.
Spiritualists are less in number, have shorter lifespan that ghosts, take a longer time to become stronger.
Even if you are a gifted one that can see or fight ghosts , you are not borne with plot armour that will give you time to grow. The moment you show signs that you can feel or see ghosts they start targetting you.

@Dell Sen even weak ones can kill you as you don't have a means to protect you.

@QDestructX kamiyo family sacrifice kept taisai at bay as with just a few sacrifices he didn't had to go out of his way to kill.
A rampaging wild best kills more that a somewhat tamed one.
Taisai was strong enough to be called g**.That means there was no one strong enough to actually subdue it.
If you say on the little girl yayoi captured it with ghosts then you are wrong plot armour effect helped her a lot.
On top of that even if you can see and capture ghosts using dolls , there is no way for you to dodge ones attack with a simple human body.
